The July 2024 RAND report and how the public is being conditioned for a Military Industrial Police State...
This post is split in 2 parts: the first part is about the RAND Corporation’s July 2024 report about the US’ National Defence Strategy (NDS), and the second part is about how a Psychological Operation (PsyOp) is being constructed to create consensus in order to achieve these goals.
Part 1, the RAND Corporation
Delving through the July 2024 RAND Report (RAND_MSA3057-4.pdf) named The Commission on the National Defense Strategy, it seems frighteningly clear in which way the US Deep State want to steer the United States of America.
Even the biggest amateur like myself can discover the common denominator in this report, which is the increased desire to further integrate the US private/commercial economy with the massive governmental ‘economy’ of US defence spending. For the Fiscal Year of 2025 (FY2025) the request is a mind boggling $849,8 billion according to the US Defence Comptroller on page 1-3 of their latest report:
Let’s look at some of the highlights in this report.
Right in the beginning, in the Summary section on page vii, we find the following statement:
The Commission finds that the U.S. defense industrial base (DIB) is unable to meet the equipment, technology, and munitions needs of the United States and its allies and partners. A protracted conflict, especially in multiple theaters, would require much greater capacity to produce, maintain, and replenish weapons and munitions. Addressing the shortfall will require increased investment, additional manufacturing and development capacity, joint and coproduction with allies, and additional flexibility in acquisition systems.
On page x (emphasis mine):
The biggest difference between today and the Cold War is in the homeland. The Cold War demanded a national mobilization for military service, an economy geared more toward production for national security, and a unity of effort across government (including Congress) behind shared security missions that are missing today.
The key point about the plan to revamp the United States into a Police- and Warfare State we can read on page 21 of Chapter 4:
The NDS calls for integration, noting, “Integrated deterrence means using every tool at the Department’s disposal, in close collaboration with our counterparts across the U.S. government and with Allies and partners, to ensure that potential foes understand the folly of aggression.” The NDS, like the NSS, recognizes that DoD cannot achieve U.S. national defense goals alone and acknowledges that some activities are better undertaken by other U.S. departments and agencies or can be done more effectively or efficiently by allies or with the private sector.
The Commission agrees that such integration is necessary but not sufficient. We recommend going beyond a “whole-of-government” plan and building a coordinated and resourced all elements of national power approach to national security that goes beyond DoD and the rest of the federal government and that includes industry, the American public, the U.S. educational system, nonprofit and civic organizations, and U.S. allies and partners.
In short: the RAND Corporation calls for going beyond a “whole-of-government” approach, and calls for combining the outputs of allies, the US private sector, the American public, the US educational system, and nonprofit and civic organisations.
It’s a call for an enormous and across-the-board mobilisation, not just within the United States, but also among its allies and partners like for example the North Atlantic Treaty Organisation (NATO) member states + states like Japan, South Korea, Taiwan, Israel, Australia, New Zealand, and Saudi Arabia.
It’s analogous to the hub-and-spoke system used in logistics, whereby ‘all-roads-lead-to-Rome-the heart of the US Empire:’
The goal, or rather, the geopolitical targets for such all-out mobilisation is also quite clear, as we can read in the next paragraph again on page 21 of Chapter 4:
Only a small fraction of U.S. society was affected directly by the wars in Iraq and Afghanistan. Fighting an actual conflict with a peer competitor, such as China or Russia, would be fundamentally different and would affect the life of every American in ways we can only begin to imagine.
In short, it seems that the US wants to not only mobilise all layers of society within the United States, but also wants to mobilise their various allies and vassals outside the US in a concerted effort to maintain US global hegemony in general, and engage in a struggle for dominance against China and Russia in particular.
Part 2, the PsyOp
Right after the beginning of the Russian intervention in Ukraine on February 24th 2022, YouTube started recommending me all sorts of military and geopolitical experts who amazingly all seemed to agree on a couple of things;
the Russian SMO (Special Military Operation) is going to be over quickly with a decisive Russian victory over Ukraine
Western/NATO military equipment is useless, Russian military equipment is far superior
Western/NATO military tactics are useless, Russian military tactics are far superior
Despite all the supposed ‘shadow banning’ (which seems to be a badge of honour in order to gain credibility with many of the ‘counter-Establishment’ crowd) and the recent purge which affected the YouTube channels of for example Mark Sleboda, Rachel Blevins, DDgeopolitics and many more who seemed to be associated with Russia and Russia Today in mind, YouTube continues to flood me with constant suggestions to watch videos featuring the same large array of “former” (😉?) CIA, MI6, DoD, military, State Department ‘experts’ like Douglas Macgregor, Scott Ritter, Larry Johnson, Alexander Mercouris (The Duran), Judge Andrew Napolitano, Brian Berletic (The New Atlas), Alistair Crooke, Ray McGovern, Pepe Escobar, Phil Giraldi, Jeffrey Sachs, John Mearsheimer, Lawrence Wilkerson, Karen Kwiatkowski, Tony Shaffer, and many many more.
No doubt that in the above list of ‘experts’ there are some people wishing to promote a genuine and well-intended humanitarian agenda, and are eagerly looking for any platform where they can raise awareness for the human tragedies unfolding in Ukraine, the Gaza Strip and Southern Lebanon, nevertheless they seem to be in the minority.
For nearly 3 years, the inexhaustible list of ‘experts’ continues to make all sorts of outrageous claims regarding a quick Russian victory on the Ukrainian battlefield, and since October 7th last year, these same ‘experts’ joined a chorus of predicting a quick military defeat of Israel, which is a strong US ally that is almost exclusively equipped with Western/US military hardware, against Hezbollah and/or Hamas.
One of the most ridiculous claims was aired on March 5th 2022 (10 days after the start of Russia’s SMO in Ukraine!) on FOX Business, where Colonel Douglas Macgregor interviewed by Stuart Varney claimed that “…another 10 days and this should be completely over,” hinting at a very fast Russian victory. Fast forward to the 2m15s time stamp for the relevant quote:
Well…here we are: 973 days later and not only does the Ukrainian conflict continue, yet Colonel Douglas Macgregor also continues to be invited for interviews for his ‘expert’ opinion, no doubt cashing in sizeable ‘speaker’ fees, while Google-YouTube (part of the US Deep State) which is usually extremely effective in censoring dissident opinions for example during the so-called ‘pandemic’ or shutting down the channels aforementioned journalists who are more closely associated with Russia Today, to this day continues to heavily promote any interview featuring him.
And it wasn’t just that ‘one instance’ where he was completely wrong. On April 16th 2024 (200 days ago!) he said on Judge Napolitano’s show at the 2m15s mark “…I think within the next 45 days or so, we’re gonna see them in command of Kharkov, and virtually everything that is east of the Dnepr River….”
And here is Scott Ritter on the 9th August 2023 (14 months or 451 days ago) at the 20m08s mark: "...Ukraine is on the verge of collapse..."
Another Doug Macgegor classic, this time on the Stephen Gardner Show on September 1st 2023 (14 months or 428 days ago) “Ukraine Is Being Annihilated.”
Here’s Douglas Macgregor once again on January 31st 2023 (91 weeks, 651 days ago) at 8m45s he says: “…the Russians are winning, Ukrainian is crumbling, Ukraine is on the verge of collapse, we’re gonna watch that happen over the next several weeks…”
One last one, here’s Douglas Macgregor predicting “…the Russians will then take the opportunity to attack and they’ll end up doing it without ending up stuck in the mud, that means probably after the ground freezes that is likely to freeze towards the end of October beginning of November. I would see this coming to some sort of closure militarily at that time…the Ukrainians are nearing the end of the rope…” on September 29th 2022 (25 months, or 765 days ago) at the 19m15s mark.
I could go on and on, but I think you get the point by now… 😉
The above quotes are mostly focused on Douglas Macgregor and Scott Ritter who are both very frequently appearing on (former Fox News contributor which is a notorious NeoConservative mouthpiece for the US Deep State 😉) Judge Napolitano’s show, and I focussed on them mostly because these two ‘experts’ are the most outspoken. It was due to their outspokenness that I first noticed that some things were simply not adding up, but the same goes for most of the other ‘experts’ I mentioned before, although in a more soft-spoken manner.
A few questions leave me puzzled;
Why do these people get paid for their completely bogus ‘predictions’ and ‘assessments?’
Why, after being wrong so many times, do they continue to get invited back on these shows?
Who pays them for their ‘expertise?’ Where does the money come from? Why pay them at all?
Why does the US Deep State (= YouTube/Google) keep on promoting this content? Especially if these ‘experts’ are (supposedly) so critical of the US Empire?
I have no doubt that among some channels there is a very strong financial motive (continuous ‘fear porn’ sells many clicks and merchandise), nevertheless to me it does not explain the support that these channels receive from Big Tech companies like Google by promoting their content. There seems to be a large overlap (common interest or common agenda) between the official government narrative and the content that these channels produce.
So now we reached a point where in late 2024, the ‘progressive’ warmongering neoliberal Left is being brainwashed 24/7 by the left-leaning MainStream Media (MSM) by exaggerating “the Russian (or Iranian or Chinese) strength and threat,” while at the same time the ‘conservative’ Right is being brainwashed 24/7 by the Mainstream ‘Alternative’ Media (MAM) which focuses on the other side of the spectrum: underscoring the weakness of the Western military against a Russian, Iranian or Chinese adversary.
Although the MSM and MAM are taking different paths by focussing on different aspects, to me the ultimate GOAL and OUTCOME seems the same: ‘more investment in the Military Industrial Complex is URGENTLY needed’ which directly ties into the the July 2024 RAND Corporation’s report.
All this is done in order to mentally prepare the Western populations for the next stage in a new era that started in the early 1990’s when the Cold War 1.0 ended.
We already have seen a couple of important stages/crises, each time leading to a further erosion of fundamental civic rights and freedoms, more censorship laws, and a continuous overreach of the state and/or extranational organisations such as NATO, the World Health Organisation (WHO), the European Union (EU), and the Bank of International Settlements (BIS). Here are some examples of the most impactful crises that we experienced in the post-Cold War 1.0 era;
the collapse of the Soviet Union.
the formation and expansion of a political and monetary European Union.
many technological advances like mobile phones and the internet. (allowing for tracking + disseminating information)
the September 11th 2001 attacks on the World Trade Center and Pentagon in the United States.
wars and political crises in the Middle East and Central Asia; for example in Iraq, Afghanistan, Libya, Syria, Lebanon, Somalia, Yemen.
major financial crises as a result of an over-leveraged Western ‘capitalist’ system for example in 1998 (Long Term Capital Management, LTCM), the 2008 housing/credit crisis, the 2009 Greek sovereign debt crisis, and the 2012 Cypriote banking crisis.
a series of suspicious ‘pandemic’ crises like for example the 2002 Severe Acute Respiratory Syndrome (SARS) outbreak in Asia, the 2009 Mexican Swine Flu ‘pandemic,’ the 2012 Middle East Respiratory Syndrome (MERS) outbreak, and most recently the COronaVIrus Disease 2019 (COVID19) ‘pandemic.’
the February 24th 2022 outbreak of military hostilities in Ukraine with potential geopolitical extensions into Russia, the Eastern European part of the EU, and Belarus
the October 7th 2023 outbreak of hostilities in Israel which potentially extends into Iran, Lebanon, Syria, Iraq, and Yemen.
Both the Ukrainian crisis as well as the Israeli crisis are conflicts that had been brewing for many years, mostly fuelled by Western/US governments and Non-Governmental Organisations (NGOs), and the timing of their respective ‘rekindling’ so soon after the COVID19 ‘pandemic’ is suspect to say the least.
Nevertheless, both these military conflicts tie in perfectly with the July 2024 RAND Corporation report, and one could only assume that the ultimate goal is ‘defending’ the Global US Empire + their allies/vassals against possible adversaries like Russia and China + their respective allies/vassals.
It seems to me that most Western intelligence agencies and think tanks thought that ‘Russia was an easy target’ and that a combination of sanctions + propaganda + sending old NATO junk to Ukraine would quickly bring Russia to it’s knees, allowing them to focus on the next stage: Iran….all this whilst the Western economies would continue to recover after the COVID19 ‘pandemic.’ The ultimate and more longer term target seemed to be China, and the way that there seems to be a growing majority for Donald Trump (a hardcore China hawk as I discussed earlier in my “US to pivot to the East” article) seems to suggest that the the US Military Industrial Complex were planning a pivot towards China.
However, with the ‘disappointing’ results against Russia and more recently ‘disappointing’ military actions of US vassal Israel (“the unsinkable aircraft carrier in the Middle East”) against Iran in mind, the RAND Corporation seems to have panicked and realised that a more drastic transformation might be needed.
The transformation of a peacetime economy to a wartime economy with a fascist police state to suppress any dissident opinion…
